Shotlanli village, which is included in the administrative territory of Aghdam district of the Republic of Azerbaijan, is located 27 km north-west of the district center. Shotlanli village is surrounded by the following villages: Namirli, Gullujeh, Taghibeyli, Papravand, Boyahmadli, Salahli Kangarli, Bash Garvand, Ayag Garvand, etc. 

The total area projected for the settlement of 3000 people (750 families) in the village of Namirli is 197.4 hectares.

 A new modern settlement will be built in the liberated village of Shotlanli, and "smart village" approaches will be applied in the architectural-planning and engineering-technological solutions of the planned residential houses and social facilities. 

The design work for the village will be carried out in stages. Taking into account the number of people who will live here, 51.36 ha of land has been allocated for the first phase of residential construction. In the first stage, 205 private houses will be built for the resettlement of 1045 people, and all conditions will be created to ensure the employment of the population in Shotlanli village. A total of 1,800 people are expected to be employed in cultural and entertainment centers, a number of enterprises of various purposes, economic development facilities, education, management, and agriculture.
