Istisu settlement, included in the administrative territory of the Kalbajar district of the Republic of Azerbaijan, is located in the western part of Kalbajar. It is surrounded by the territory of Zar, Zivel, and Orta Shurtan villages. The road designed in the direction of Kalbajar city passes from the east of the settlement; the road designed in the direction of Minkend passes through the middle of the settlement.

The total area projected for the settlement of 1920 people (481 families) in Istisu settlement is 63.11 hectares.

The "Istisu" complex is located to the east of the projected area, on the slopes of the mountain range. The complex includes a hotel with 163 rooms, zones designed for medical and aesthetic treatment, as well as 10 villas for special guests and a residential area for hotel staff.

The project work for the village will be carried out in stages. Taking into account the number of people who will live here, 39.20 ha of land has been allocated for the first stage of the construction of residential quarters. In the first stage, 159 private houses will be built for the resettlement of 601 people, and all conditions will be created to ensure the employment of the population in Istisu settlement. A total of 1152 people are expected to be employed in cultural and entertainment centers, a number of enterprises for various purposes, economic development facilities, education, management, and agriculture.
