Located to the north-east of Aghdam city, 5 km from the city center, Kangarli village in the Agdam region is on the right bank of Uzundara.

Kangarli village was occupied by Armenian armed forces in 1993. After the glorious victory of our army in the Second Karabakh War, according to the trilateral statement signed by the President of the Republic of Azerbaijan, the President of the Russian Federation, and the Prime Minister of the Republic of Armenia on November 10, 2020, the Aghdam region came under the control of the Azerbaijani armed forces on November 20, 2020.

The total area designed for the settlement of 2626 people (639 families) in the village of Kangarli, located 6 km from the city of Aghdam, is 177.2 hectares.

According to the project, existing unusable buildings in the area will be demolished, and the direction of the dry canal passing through the central part of the area will be changed, and a modern "smart village" will be built in its place. The design work for the village will be carried out in stages. Taking into account the number of people who will live here, 66.2 hectares of land have been allocated for the first stage of residential construction.

In the first stage, 290 individual houses will be built for the resettlement of 1279 people, and all conditions will be created to ensure the employment of the population in Kangarli village. A total of 1,182 people are expected to be employed in cultural and entertainment centers, a number of enterprises of various purposes, economic development facilities, education, management, and agriculture.

Construction works started on October 10, 2022.

The completion of construction is planned for 10.04.2024.
