The village of Soltanli, which is included in the administrative territory of the Jabrayil district of the Republic of Azerbaijan, is located 15 km south-west of the district center in a plain area. Soltanli village is surrounded by the territory of Mashanli, Alikeykhali, Amirvarli, Mezre, Sarijali, Shikhali Agali, and Shukurbeyli villages in Jabrayil district. The main road in the direction of Horadiz-Jabrayil-Zengilan-Aghband forms the north-western border of the village, and the Horadiz-Aghband railway passes through the village.

The location of the village on the main highway in the direction of Horadiz-Jabrayil-Zangilan-Aghband is a positive indicator for business and tourism. The Soltanli station of the newly built Horadiz-Aghband railway line passes through the existing residential area in Jabrayil district. The convenient use of the railway provides conditions for the efficient and economical transportation of goods, the development of logistics, and trade in the region.

The total area projected for the settlement of 6100 people (1527 families) in Soltanli village is 398.82 hectares.

The design work for the village will be carried out in stages. Taking into account the number of people who will live here, 78.05 ha of land has been allocated for the first stage of the construction of residential quarters. In the first stage, 315 private houses will be built for the resettlement of 1336 people, and all conditions will be created to ensure the employment of the population in Soltanli village. A total of 3,660 people are expected to be employed in cultural and entertainment centers, a number of enterprises of various purposes, economic development facilities, education, management, and agriculture.

The village of Soltanli, located near the "Araz Valley Economic Zone" industrial park, was included in the list of the first settlements to be restored in 2022, and its project has been started.
